If the Portuguese Goverment is to sanction the medira- cations of the Extradition Hules and the Harbour Regulations which are modified by the Hasse deverment to the satisfaction of the Chinese Government, China will agree to temporarily allow the aeke Government to resume the Harbour works, which, in reality, are contrary to the treaty of 1887 made between China and Portugal, This does not represent any abdication of right to the treaty made in 1887. It is merely to oblige the lacas Government that the Maene Harbour might not be stopped entirely to trade, as the Fasne Governmedi- ment has olearly stated that such work either on land or water shall not be con- sidered to 4* be Portuguese territory pending the decision of delimitation, and that if after delimitɛtion the locality or localities, land or water, on which such work has been per- formed, should belong to China, such or works, land or water, shall be handed over te China unconditionally. It is on account

of the friendship between the two countries being se well main tained for several hundred years that the Chinese Government has given allowance for such a request with a hope to increase the prosperity of kasno,

The Harbour Vorks te be resumed as agreed to by China shall be as follow:

(1) The dredging and improvement of the Harbour be confined to the locality, southward of a line running Rast to West from (the barrier and Rast of a line running midway between Lappa and wacae and to enable the admission, steamers and the utility of the inner harbour,

(2) The reclamation be resumed on the locality North of the truseway read which connects the Green Island and the Mainland Pat not fårther North over a line draw from Hast to west of QUE DAFFİCT.

On examination of the plan enclosed in the letter of 13th il, 1920, went by the Delegates of Dueno, Mosers,Jorge and

a skou- colour spot was made in Tam Chai, Such a mark
